Do you need Sales Navigator to work with a LinkedIn lead generation agency?

Usually yes, for outreach agencies. Sales Navigator is LinkedIn's prospecting tool, and it is how most outreach providers build and filter target lists before a single message goes out. Some agencies include the seat in their retainer, others expect you to hold your own licence, and the difference is worth a line in your contract because it changes the real monthly cost. Ads specialists such as B2Linked or Impactable do not need it for campaign delivery, since paid targeting runs through LinkedIn's Campaign Manager instead. Should LinkedIn outreach run from a personal profile or a company page?

A company page does a different job: it carries your LinkedIn Ads, hosts Lead Gen Forms and gives buyers somewhere to verify the business exists. Worth it when you sell a proven B2B offer with deal sizes that cover several months of retainer, and when someone on your side can take the booked calls quickly. Not worth it if you are still validating the offer, if your market is a handful of relationship accounts, or if nobody owns the calendar. In those cases fix the offer or the sales capacity first, then hire.
